Board President
Barbara Swan is a founding member of the Lower Nob Hill Neighborhood Alliance and the Working Group on Public Safety. Barbara spent 35 years managing corporate libraries for Fortune 5 companies. Barbara supports the Alliance's engagement with City agencies, elected officials, and neighborhood partners. She has lived in Lower Nob Hill for more than 40 years and enjoys ice skating, hiking, and outdoor sports.

Board Member
Rachel joined the Lower Nob Hill Neighborhood Alliance Board in January 2025 and has been a resident of the neighborhood (Bush and Taylor) since 2021. She is a California licensed architect, having worked on civic, commercial, and residential buildings in California and China. She is interested in helping improve the cohesiveness of the neighborhood and improving public open space. In her spare time, she enjoys home projects, tiny art projects for friends, and being active outdoors year-round.

Elijah made Lower Nob Hill his home in 2023 and joined the Neighborhood Alliance Board a year later, serving on the Open Space Working Group. Passionate about making the neighborhood greener and more connected, he enjoys being politically active especially on urban issues and LGBTQ advocacy. A campus planner and urban designer by profession, Elijah has worked on university master plans and open space projects across California and the country, always with a focus on creating vibrant, accessible places. In his free time, he can be found playing pickleball, running up and down San Francisco’s hills, or visiting his favorite neighborhood cafes and shops.

Nick Neumann is a lifelong Lower Nob Hill resident who still lives in the same Taylor Street apartment where his father once served as building manager. Over the years, he has held a variety of jobs throughout the neighborhood and currently works as a curator at Venus & Victory on Hyde Street, in addition to his work as a freelance photographer and documentary filmmaker. Nick has a passion for travel and enjoys exploring cities on foot and by public transportation. He is the co-founder of Breaking Borders, a travel platform and documentary series, and the author of Highways Less Traveled, a book chronicling a road trip across the United States. In his free time, Nick can often be found relaxing in a waterfront park, watching Giants baseball, or eating at one of the many great restaurants nearby. He is proud to call Lower Nob Hill home and is excited to help make the neighborhood shine.
